Soumitra Dutta is an Indian scholar, writer and entrepreneur. He was the dean of Saïd Business School at the University of Oxford between June 2022 and September 2025. Prior to joining Cornell, he was a professor of business and technology at INSEAD. In 1985, Dutta graduated with a B.Tech. in Electrical Engineering and Computer Science at the Indian Institutes of Technology in New Delhi. In 2017, IIT gave him a Distinguished Alumnus award. He proceeded with his studies at Berkeley University of California where he graduated with M.S in computer science in 1987, an M.S in Business Administration in 1989, and a Ph.D. in computer science in 1990. Soumitra Dutta's most renowned contribution to global policy was as the role of the co-editor and co-founder of the Global Innovation Index (GII). The GII report is annually Published by the World Intellectual Property Organization (WIPO). It has become a benchmark for measuring a country’s innovation performance. Dutta has a significant influence on the GII (Global Innovation Index). His work on research points out that economic development does not necessarily imply spending on technologies, but it is also about intelligent markets, good infrastructure, and intelligent population.
